The panel will reflect upon the limits of digital democracy. There is much enthusiasm about the promising opportunities that digital democracy can offer. Nevertheless, it remains important to also consider the risks, dillemmas and challenges that digital democracy bring to societies as well. This expert panel offers not only an overview of these risks dillemmas and challenges that they have observed, it also offers a vision on how to deal with them and how to take them into account when working on developments in the field of digital democracy.

OECD: Improving civic participation with emerging technologies

As emerging technologies like AI, blockchain, and virtual reality evolve, they open new possibilities for civic participation. They also raise concerns and questions, including about the governments’ capacities to address these technologies potential in proactive, responsible and collaborative ways. How can governments and innovators truly co-create meaningful solutions together? What are the opportunities and challenges for public administrations to adopt such approaches? In this panel we discuss learnings emerging throughout Europe, in particular considering the experiences and results of the project “Improving civic participation with emerging technologies”, promoted by Portugal, Spain and the Netherlands with the support of the European Commission (Technical Support Instrument) and the OECD as implementation partner.

In this panel several experts come together to talk about their view on the current innovations regarding the participatory landscape within the Netherlands. They will provide their vision on possible future innovations in the field of participation. Furthermore, they will reflect upon the way governments, companies, societal organisations and citizens can cooperate to make this happen. As this panel will showcase positive longterm visions, also risks and concerns will be touched upon.

Strong civic and civilian digital infrastructure is essential for a robust democracy. It is essential we support resilience and capacity bottom up, enabling society itself to build and govern the digital tools we need. Self governing our digital tools also is a way to ensure our self determination and strategic autonomy as a society. In this panel we will discuss what this means, both in terms of technology and in terms of policy.

What are the preconditions for a digital public space, that ensures a healthy and inclusive democracy for the future? What does the digital citizen of the future need to participate in democracy? And what should be the role of municipalities? During this session, we will engage in a dialogue with each other and with the public about the future of digital democracy.
